The Twelfth Five-Year Plan on the Development of Intellectual Property（henceforth shortened for Plan） is characterized by its multiple attributes,complexity,diversified organizations involved in Plan compilation,imbalanced regional development,and difficulties in matching it with the environment.The joint effects of weak domestic foundations of intellectual property and the dynamic international developments mean that the Plan has been faced with both challenges and opportunities.
