国家最初是社会为了维护共同的利益而设置的，维护社会共同的利益是国家所担负的责任。但是随着时间的推移，这种“真正的责任制”有可能变成“虚伪的责任制”，进而产生“责任问题”。从理论和现实两个角度入手，探析社会主义国家的“责任问题”如何可能，对其产生的根源进行分析，并提出相应的对策。
國傢最初是社會為瞭維護共同的利益而設置的，維護社會共同的利益是國傢所擔負的責任。但是隨著時間的推移，這種“真正的責任製”有可能變成“虛偽的責任製”，進而產生“責任問題”。從理論和現實兩箇角度入手，探析社會主義國傢的“責任問題”如何可能，對其產生的根源進行分析，併提齣相應的對策。
국가최초시사회위료유호공동적이익이설치적，유호사회공동적이익시국가소담부적책임。단시수착시간적추이，저충“진정적책임제”유가능변성“허위적책임제”，진이산생“책임문제”。종이론화현실량개각도입수，탐석사회주의국가적“책임문제”여하가능，대기산생적근원진행분석，병제출상응적대책。
At first Country is set up for protecting common interests, protecting sociai＇s common interests is the responsibility of the national. As time goes on, the real responsibility system may change into artificial accountability, and give rise to the problems of responsibility. This paper is tried to analyse how the problems of responsibility in socialist state are possible from the theory and reality aspects and its＇ roots, then put forward the corresponding countermeasures.
