通过概述低碳经济与碳汇林业等概念,指出发展碳汇林业是低碳发展的有效途径以及发展碳汇林业在泉州经济社会发展中的战略地位:即发展碳汇林业是泉州市规模工业经济实现可持续发展的重要保障,发展碳汇林业是泉州实现环境容量突围的战略手段,发展碳汇林业是泉州推进生态市建设的重要举措;分析了泉州市发展碳汇林业的现实基础和四个方面的主要问题;建议应通过加强对碳汇林业的宣传、发展规划、科技支撑,完善区域森林生态补偿制度和探索成立绿色碳基金专项等措施发展碳汇林业,推进泉州现代林业建设。

By summarizing the concepts of low carbon economy and carbon sink of forestry etc, this paper indicates that development of carbon sink forestry is an efficient way of low carbon development, and indicates that development of carbon sink forestry of is in the strategic position of Quanzhou’s economic and social development, which means the development of carbon sink forestry is the important safeguards to achieve sustainable development of scale industry economy of Quanzhou;development of carbon sink forestry is the strategic measure of Quanzhou to achieve environmental capacity breakthrough;development of carbon sink forestry is the important measures of Quanzhou to propel an ecological city construction, analyzes the realistic basis and the main problems of four aspects of Quanzhou’s development of carbon sink forestry; suggests that Quanzhou should develop carbon sink forestry and propel modern forestry construction by strengthening propagandizing, development plans, science and technology support, improvement of regional forest ecological compensation system and trying to establish special measures such as China Green Carbon Fund (CGCF) of carbon sink forestry.
