结合数据包络分析法对苏南五市科技资源的配置效率进行分析。分析结果显示,无锡市的科技资源利用率最高,而镇江市最低。各市普遍存在研发人员冗余、科研资金配置不合理以及科技成果产出不足等现象。因此,深入优化资源结构,大力发展高新技术产业,加强知识产权的维护,是苏南五市实现快速发展的有效途径。

The efficiency of S&T resource allocation of Sunan area is analyzed in this article. After computing effectiveness of each city by DEA model, the experimental result shows that Wuxi’s efficiency of S&T resource allocation is the highest, while the lowest is Zhenjiang. Here are the problems:most institutes are over-staffed, the conifguration of research funds is not reasonable and the S&T output shortage problem. For this reason, optimization of resource structure, the development of high and new technology industry as well as the protection of intellectual property are need more concern.
