通过分析1998-2011年我国地方政府R＆D经费投入数据，本文勾画了地方政府R＆D经费投入的时空变化与演进逻辑。从总量看，投入排名前列的基本上是北京、上海等东部发达地区，而排名后置的基本上是中西部地区；从投入力度和增量看，地区间差异也基本如此，且人均R＆D经费投入地区间差距不断扩大；地方政府“十二五”科技发展规划R＆D经费投入目标设置过高，实现难度大。建设创新型国家，实现跨越式发展，除加大特别是对中西部地区的科技投入，还需加强区域间科技横向合作，降低科技创新风险，制定合宜的“十二五”科技发展规划。

Based on the funding data of local government investment in R&D from 1998 to 2011 , the paper outlines its temporal and spatial variation and progressive logic .According to the total , developed eastern cities such as Beijing and Shanghai are at the top of the list , and the middle and western regions make up only a tiny proportion of the total .In terms of the strength of investment and increment , the difference between areas is basically the same , and the gap of per capita expenditure on research and development tends to expand .Local governments set excessively high target of inves-ting in R&D on the 12 th Five Year Plan for science and technology , leading that to achieve the objective becomes signifi-cantly difficult .To build an innovation -oriented country , and to realize the great -leap-forward development , we should enhance the regional cooperation on science and technology , reduce the technical innovation risks and make ap-propriate and feasible development programme for the 12th Five Year Plan for science and technology , besides increasing the investment in science and technology of the middle and western regions .
