旨为通过分析科技计划项目全生命周期中计划管理部门、项目承担单位和科研人员相互之间的关系，厘清在科研不端行为调查处理工作中各自的责任与权力。研究认为，计划管理部门在科研不端行为调查处理过程中起到统筹与监管的作用，项目承担单位是科研不端行为调查的责任主体，科研人员应遵守相关规章、行为规范并严格自律。

The paper intends to clarify the respective responsibility and authority of planning &management departments, project undertaking entities and research personnel in the process of investigation and handling of research misconduct by analyzing their relationships in the life cycle of scientific research activities. Studies show that planning and management departments play the role of coordination and supervision in the process of investigation and handling of research miscon-duct,project undertaking entities take the principal responsibility for investigating research misconducts,and research per-sonnel should comply with relevant regulations and code of conduct and practice strict self-discipline.
