以河北沿海发展上升为国家战略为契机，针对河北沿海区域科教资源开放共享的可行性、影响因素以及问题为主要研究内容，并结合河北沿海科教资源现状提出从科教资源共享平台的建设、平台的管理和运行、平台的安全保障以及科教资源共享平台的综合评价和创新体系四个方面构建和完善河北沿海区域科教资源共享机制。

This paper proposes to build and improve coastal areas in Hebei science resource sharing mechanism from the four-build-ing science and resource sharing platform, the platform’s management and operation, evaluation and innovation system platform security and resource sharing platform for science and education, in order to rise in Hebei coastal development national strategy as an opportunity for the feasibility of Hebei coastal areas in science and open sharing of resources, influencing factors and issues as the main research con-tent, combined with the status of scientific and educational resources in Hebei coastal basis.
