分析贵州省 R&D 经费的来源结构中企业资金和政府资金的情况，并与云南、广西、新疆、甘肃等西部省份进行了对比，然后运用 Cobb - Douglas 的效用函数模型测算出贵州省 R&D 经费投入中企业资金与政府资金最优比重，认为贵州省企业还不是真正意义上的科技投入和创新主体，当前企业资金占 R&D 经费投入主导地位的“早熟型”研发投入来源结构与政府研发投入偏少、增长缓慢有直接关系。

The paper first analyzes the source structure of enterprises and government’s R&D funds in Guizhou Province, then compared it with the four western provinces such as Yunnan,Guangxi,Xinjiang,Gansu. By using Cobb - Douglas's function model,the paper measures the optimum proportion of Guizhou Province enterprises and government’s R&D funds. The conclusion is that the enterprises do not have the principle position in science technology and innovation in Guizhou, but the enterprises funds occupy the principle position in“ precocious type”source structure of R&D inputs directly related to the slow growth of the government’s R&D input.
