为应对国际金融危机的影响，以创业带动就业，推动县域经济发展，在阜阳市委市政府的决策部署下成立领导机构，出台鼓励政策，先后建设30多个农民工创业园，为阜阳市的经济社会发展做出了积极贡献。但是，由于创业园以各级乡镇为建设主体，以当地农民工为创业主体，客观上存在着园区产业集聚度低、创办企业实力弱，建设资金短缺等一系列问题。在对上述问题分析的基础上，提出统筹园区规划、加强资金筹措、完善配套政策、培训创新方式等政策建议。
