应用技术大学建设具有填补我国本科职业教育空白的重大意义，担负着培养高端技术技能人才的历史使命。为促进建立层次分明的技术技能人才培养目标体系，在应用技术大学建设过程中首先要明确人才培养目标，其次要重点招收中高职毕业生，构建职业教育层次互通机制，并以专业建设为基础，推动部分本科院校逐步转型。

The development of application-oriented universities is significant for filling the blank of the undergraduate professional education,and it is their historical mission to train high end skilled talents. In the development process,a definite objective of talents cultivation must be determined first, which will help promote the setup of a clear hierarchical training target system for technical talents. Secondly,it is important to admit students from vocational schools and develop interflow mechanism on the vocational education level. Lastly,the transformation of some undergraduate universities can be promoted by the development of programmes and disciplines.
