文章以信阳市农业科学院为例，阐述了基层农科院具有科研层次的基础性、组织宗旨的公益性等性质，指出了基层农科院的发展目标，分析了基层农科院的凝聚行业科技人才、繁荣区域农业科技、引领地方农业发展等功能，并列举了基层农科院的科研方向、科研目标和科研路径等，旨在推动基层农业科研单位科研事业的快速发展。

Taking Xinyang Academy of Agricultural Sciences as an example, the nature of grass-roots agricultural scientific research units was elaborated in the paper, such as their research level was basic and their organization aim was non-profit, etc. The developing objects of these academies were pointed out. Functions of grass-roots academies of agricultural sciences were analyzed, i.e., collecting professional talents, making local agricultural science prosper, and guiding the development of local agriculture. The orientation, objects and paths of scientific research of these academies were listed in order to promote a rapid development of scientific research in these academies.
