本文基于我国1995-2009年15年间高技术产业中16个细分行业的数据,利用数据包络分析(Data En-velopment Analysis,简称DEA)的超效率C2GS2模型,从综合技术效率、纯技术效率与规模效率三个方面核算了各行业的研发效率,并进一步实证分析了市场结构、产业规模、企业性质与政府干预四个因素对研发效率的影响。研究结果表明通信业、电子计算机业的研发效率较高,且主要表现为纯技术效率较高;行业中企业规模越大越有利于提高产业的综合技术效率,行业中企业的数量越多越有利于提高产业的规模效率,但不利于提高产业的纯技术效率,同时行业中国有企业数量越多也越不利于产业纯技术效率的提高。

Based on the national data of 15 years from 1995 to 2009 in the 16 sub-sectors of high-tech industry and the super-efficiency model of Data Envelopment Analysis(referred to as DEA),this paper accounts the R D efficiency in industry including a comprehensive technical efficiency,pure technical efficiency and scale efficiency.Moreover,this paper empirically analyzes the affection of market structure,industry size,firm nature and government intervention on R D efficiency.The results show that the R D efficiency of the communication industry and the computer industry is higher than the others,and mainly in the pure technical efficiency.They also show that larger firms in the industry are more helpful to improve the comprehensive technical efficiency of the industry.The more firms there are in the industry,the more conducive it is to improve the industrial scale efficiency,but not helpful to raise the pure technical efficiency of the industry.Similarly,more national firms in the industry will be harmful to improve the pure technical efficiency of the industry.
