能效标识作为节能指标的图形化表达方式，旨在为消费者决策提供参考依据。能效标识的全过程实施需依赖于生产企业、检测机构、管理部门、消费者等共同参与和支持。本文通过项目调研，分析消费者决策视角下能效标识实施过程中存在的主要问题，并提出相应的解决方法，以期为相关部门提供建议，促进能效标识发展，创造良好消费环境。

As a graphical way of energy saving index, energy efficiency label provides the reference to the consumer decision-making. The whole process of the implementation of energy efficiency labeling requires the participation and support of production enterprises, detection mechanism, management department, and consumers. Through ana-lyzing the problems in the implementation of energy efficiency label from the perspective of consumer decision mak-ing, the corresponding solutions are proposed, in order to provide suggestions for the relevant departments to promote the development of energy efficiency label, and create good consumption environment.
