针对当前城市中低压配电网规划降损措施的选择难题,总结了配电网降损规划方案的关键步骤,建立了配电网降损规划优化决策模型。以降损规划方案全寿命周期内的综合成本、损耗电量引起的直接费用、等效GDP值与其产生碳排放对应的罚金最少作为目标函数,并考虑可靠性和安全性等约束条件,所建立的模型能够对降损措施所涉及的各方面经济效益的目标函数,以电网可靠性及电网运行安全稳定性作为效益进行综合评价。根据降损备选方案的规模不同,提出采用不同方法进行模型求解,对于规模较小的降损备选方案可采用直接比较目标函数的方式,针对规模较大的降损备选方案,采用禁忌搜索方法进行求解以提高计算效率。算例结果表明,所提出的决策方法能够对各规划方案进行优选,具有良好的可操作性和经济性。

In allusion to the difficulty in the selection of loss reduction planning for present medium-and low-voltage urban distribution network, critical steps in drafting loss reduction planning for distribution network are summarized and an optimized decision model for loss reduction planning of distribution network is built. By taking the composite cost, the direct expense due to network power loss, the equivalent GDP and corresponding minimized punishment for the carbon emission within the full life-cycle of the planning scheme as the objective functions, and considering such service reliability and operation security of distribution network as constraints,the built model can comprehensively assess the economic benefits related to loss reduction measures in all aspects. According to different scales of alternative loss reduction plannings it is proposed to solve the built model by different methods:for small-scale alternative loss reduction plannings the method of directly comparing objective functions can be used; for large-scale alternative loss reduction plannings, the tabu search method can be used for the solution of the built model to improve computational efficiency. The proposed decision approach can be used to perform optimum seeking among alternative planning schemes.
