以“时序递进、滚动协调和消纳风电最大化”为原则,提出了一种含大规模风电的电力系统多时间尺度滚动协调调度方法。多时间尺度调度计划的递进协调方法使得各个时间尺度计划各司其职,同时兼顾与上下时间级尺度的协调。3种不同时间尺度的滚动计划(年内、周内和日内滚动计划)能够根据风电、负荷等最新预测信息和机组电量实际完成情况,按照相应的时间周期滚动修正原有发电计划,有效克服风电的不确定性影响。为了最大化消纳风电,在短时间尺度计划的目标函数中计及弃风惩罚成本。以修改的 IEEE 118节点系统为算例进行仿真,结果验证了上述方法的正确性和有效性。
以“時序遞進、滾動協調和消納風電最大化”為原則,提齣瞭一種含大規模風電的電力繫統多時間呎度滾動協調調度方法。多時間呎度調度計劃的遞進協調方法使得各箇時間呎度計劃各司其職,同時兼顧與上下時間級呎度的協調。3種不同時間呎度的滾動計劃(年內、週內和日內滾動計劃)能夠根據風電、負荷等最新預測信息和機組電量實際完成情況,按照相應的時間週期滾動脩正原有髮電計劃,有效剋服風電的不確定性影響。為瞭最大化消納風電,在短時間呎度計劃的目標函數中計及棄風懲罰成本。以脩改的 IEEE 118節點繫統為算例進行倣真,結果驗證瞭上述方法的正確性和有效性。

Based on the principles of timing progressive, rolling coordination and maximized accommodation of wind power, a multi time-scale rolling-coordinated scheduling method is proposed. The progressive coordination in multi time-scale scheduling makes the scheduling in each time-scale performing its own function well while the coordination of the scheduling in the present time-scale with the scheduling in the previous one time-scale and that in the next one time-scale is taken into account. Based on the latest prediction information of wind power, load and so on as well as the actual generated energy of generating units, three different time-scale rolling schedulings, namely the rolling scheduling in a year, in a week or in a day, can revise original generation schedulings in remaining time according to corresponding time-period, thus the uncertainty affect of wind power can be effectively overcome. To accommodate wind power maximally, in the objective function of short time-scale scheduling the penalty cost of wind power curtailment is considered. Simulation of modified IEEE 118-bus system is carried out, and simulation results show that the proposed method is correct and effective.
