世界各国的大学章程架构并无定法，我国大学章程可从国内外大学章程文本比较中得到启发。大学章程框架设计应包含三个核心要素：一是有核心理念支撑，二是遵循大学教育规律，三是发扬自身特色。在大学章程框架设计的实践中，研究者秉持“大学是一个学术共同体”的核心理念，将学校愿景和使命纳入章程，从国情和校情出发，系统阐述了内部治理中的党委与校长、学校与学院、学术与行政三大关系，注重传承文化底蕴、弘扬办学特色。

There is no fixed version of the university articles of association in different countries and universities. On the basis of comparing the frameworks of university articles of association both home and abroad, the paper holds that three guidelines must be adhered to in designing the framework of university articles of association. First, there should be a core idea; second, it should follow the principles of university education; third, it should promote the development of the university's unique strength. In practice, we stick to the idea that the university is basically an academic community, that that future development and the mission of the university shall be put in the articles of association. Taking into consideration of the reality of China and the university, this paper elaborates on the three important relationships in university management, that between the party committee and the president, that between the university and the colleges, and that between the academic and the administrative. The paper also pays attention to the university's cultural traditions and its specialties in the designing of the framework of the university articles of association.
