This paper briefly introduces the current status of the domestic optoelectronic system, illustrates the main task of the top planning and overall design of the photoelectric system, sketches its method, main content and practical significance from the two aspects of the project management and the overall design, analyses its overall design idea by the general principles of the overall design, basic contents and basic methods and steps, prospects the development trend of the optoelectronic technology and puts forward some better suggestions and measures.
