According to characteristics of bidding activities, this paper was introduced the importance of qualification examina-tion, and analyzed the characteristics of the two systems and adverse effects of pre-qualification and post qualification. Final-ly, the paper was put forward measures to eliminate adverse effects, and provided assistance for establishing standardized and orderly bidding market.
