Around present situation of Fenhe management in Loufan county, the paper was put forward that Loufan county in Fenhe reservoir surrounding Fenhe governance process, not only just to keep the water quantity and water resource quality, but also strengthen the water conservation, innovating the mechanism of greening in construction of ecological civilization, which was guided by the scientific concept of development to the ecological advantages into development advantages in order to build new vision of“landscape Loufan”.
