在科学界定区域合作政策及其效果评估内涵的基础上，梳理了国内外关于政策评估的研究，根据事实与价值统一、显性与隐性综合的主张，结合区域合作政策涉及的合作领域，分别以交通基础设施、产业转移、园区建设、旅游、经贸合作、市场服务作为直接效果评估的观测点，同时将与其他自由贸易区合作发展、与兄弟省市合作发展、与台湾经贸合作发展、所属经济区域发展作为间接影响评估的观测点，构建区域合作政策效果评估体系。
