以可持续发展为指导思想，结合地方文化城市的内涵，以文化教育与宣传为基石，结合桐城市的历史、人文条件，从文化一社会一经济的多维角度提出以文化强市的城市发展思路，探讨了将桐城建设成为一个经济发达、人口宜居的文化城市的发展模式。
