在职业教育集团化办学的背景下，中高职教育贯通具有思想更新、职教集团支撑、政策保障的特点。中高职教育衔接有效性内涵要素主要有宏观、中观、微观三个层面，包括思想观念、政策制度、专业设置、培养方案、课程体系、师资配备、资源一体化配置等。通过分析影响中高职教育衔接有效性的内涵要素，设计了评价中高职教育衔接有效性的指标体系，提出了实现中高职教育有效衔接的评价方式以及对策建议。
