In the large campaign of promoting"energy saving and less emission" in China, the paper analyzes the necessity of constructing transit system with medium capacity from the demands of urban travel, urban low-carbon development, optimization of transit network classification, Transportation oriented development (TOD), enhancement of city's image and display of new city outlook etc. It points out that construction of mass systems should also take into appropriate consideration of passenger flow demand, investment costs etc.
