虐童现象作为现代社会贫乏的社会问题，引起了各国政府的高度重视。各国采取立法以及行政方式来防治虐童行为，其中日本和美国的措施较为突出。我国前一段发生的浙江温岭虐童事件引起了我国对立法的反思，当前我国虽然已经建立了初步的虐童防治规范，但是并不完善，存在很多缺陷。我国应当以本国实践为基础，同时借鉴美国、日本等国的立法措施，完善当前立法制度，形成一套全面、完善的反虐童体系。

Child abuse is a kind of social problem withdrawing many authorities’attention. With various of legisla-tive and administrative measures to protect children from infringement,Japan,America and Hong Kong stand out for their effective ones. In China,this problem was explored at Wenling of Zhejiang in 2012 and it showed that,though relative legislation system has been set up,there’re still a long way to go. With premise on our practice and refer-ence to foreign measures,we could build up a more effective and general system to protect children from further in-fringement.
