集中探讨新媒体和战略传播在我国边疆治理（主要是COIN ）中的运用原则。当下，我国边疆治理的前沿阵地在意义空间内，集中表现为各方势力对边民的“制脑权”争夺。从全球趋势和境内现状看，新媒体带来的安全隐患令人担忧。在阻止极端思想传播、截获并分析重要信息的同时，边疆治理还需要主动有效的传播。在此关头，战略传播应展示其巨大能量。执政者应拥抱新媒体，将其纳入战略传播系统中，使其成为边疆治理的新平台。

This article studies about how new media and strategic communication work well in China ’ s frontier governance.At present , in the space sense of frontier governance ’ s forward position , the main point is that the peoples of borderland fight for control of the frontiersmen ’ s mind.Potential safety hazard caused by new media gives some cause for concern in consideration of domestic situations and global trends.As preventing extreme view ’ s spread, capturing and analyzing important information , it’ s necessary to do active and effective communication in frontier governance.At this juncture , strategic communication should show its tremendous power.The govern-ment should take in new media and incorporate it into the strategic communication system , making it become a new platform of frontier governance.
