我国正处于社会转型期，社会由封闭走向开放，人、财、物大流动，社会控制难度加大，导致治安形势日益严峻，犯罪率居高不下，严重扰乱社会正常的秩序，而政府由于各种因素的存在，不能从根本上对社会治安进行有效的治理和控制，这时，有偿治安承包便应运而生，对于解决当前我国治安的难题，发挥群防群治的优势，绝对是一项有价值的新举措。但治安承包在近几年的推广中也存在着大量问题，特别是责任方面的问题，通过从治安承包责任的角度对治安承包进行研究，对于完善治安承包的各项制度措施具有重要意义。
