我国建设节水型社会、资源节约型社会和构建社会主义和谐社会均需要国家以立法的形式来保护、节约水资源，而我国目前尚未出台明确的节水法。通过对节水立法的紧迫性和必要性展开探讨，以求达到我国节水立法，保护、节约水资源的目的。
