In order to ensure equipment safety of full return tugboat, the OP 40 EA integrated control system has been manufactured. Thebasic principle and design steps of this kind of remote control manipulating system are introduced and analyzed. It is proved that this manipulating system of ship has met the needs of ship manipulation and test standard of Classification Society of China
