分析黑河流域生态补偿的现状及存在问题，结合目前流域实际，提出建立黑河流域生态补偿长效机制，包括确定黑河流域生态补偿主体、客体、标准、方式及建立生态补偿政策体系。研究认为：黑河流域生态补偿主体应由国家补偿逐步过渡到国家、流域、社会共同补偿；补偿方式应逐步多元化，由资金补偿过渡到产业补偿、技术补偿与人才补偿等多元化补偿，充分发挥市场补偿的作用，提高补偿效率；补偿标准应在科学计算的基础上充分协商，因地制宜。
분석흑하류역생태보상적현상급존재문제，결합목전류역실제，제출건립흑하류역생태보상장효궤제，포괄학정흑하류역생태보상주체、객체、표준、방식급건립생태보상정책체계。연구인위：흑하류역생태보상주체응유국가보상축보과도도국가、류역、사회공동보상；보상방식응축보다원화，유자금보상과도도산업보상、기술보상여인재보상등다원화보상，충분발휘시장보상적작용，제고보상효솔；보상표준응재과학계산적기출상충분협상，인지제의。
Based on the present situation and problems of ecological compensation in the Heihe River basin,a long and high effective ecological compensation mechanism was put forward,which included the pluralistic ecological compensation main bodies and objects,different compensation standards and compensation ways,and the compensation policy systems,etc. The research indicates that the ecological compensation main bodies should be converted from single government to be pluralistic,and ecological compensation ways should be converted from single fund compensation to industry compensation,technique compensation and professional people compensation,and compensation standards should be different in differ-ent areas and different periods. Besides,the role of marketing in ecological compensation mechanism should be fully played in order to improve the effective of ecological compensation.
