从协调经济发展、环境保护和社会发展的关系出发,以流域水污染物目标总量控制为前提,将水污染物排污权初始分配的公平性作为重点,通过与常见初始分配方式的比较,构建了定性与定量相结合的基于环境基尼系数分配方法,体现出“分配-优化-再分配”的过程。同时,以渭河流域陕西段工业COD分配为例,根据地区实际情况,以区域土地面积、人口和GDP作为分配指标,优化分配方案,计算出流域各地区排污量的分配结果。结果表明,以环境基尼系数的方法进行排污权初始分配能更好地体现公平性,同时兼顾各地区的实际情况,易被各方所接受,更适合目前我国流域排污权的初始分配。

According to the coordination of the relationship among economic development,environmental protection and social development,based on the target of controlling the total pollutant amount premise of basin water,and focusing on the fairness of the initial allocation of water pollutants emission rights,this paper established an allocation method based on environmental Gini coefficient combining qualitative and quantitative methods through the comparison with common initial distribution methods. The distribution method reflected the process as:distribution-optimization-redis-tribution and the COD distribution of Shaanxi Province along the Weihe River were taken as an example. On the basis of the local status,the re-gional land area,population and GDP were selected as distribution index. By the description of the index selection standard and the optimization of the distribution plan,the distribution results of the pollutant emission along the basin were calculated. The results show that the initial distribution based on the environmental Gini coefficient distribution method can reflect the fairness better and take the actual situation in various regions into ac-count. The distribution result can be easily accepted and feasible practiced. It is much more suitable for the initial distribution of the water pollutant rights in China at present.
