高校的行政效能监察存在着现实背离,因此,要从高校行政效能监察与教育教学、教育管理和教育改革的关系对其进行反思,注重通过加强廉政监察、群众监督、监察部门独立性和权威性以及进一步扩大效能监察的范围的途径来提高高校的行政效能,促进高校的改革与发展。
