The paper discusses that the TOD （Transit - Oriented Development） pattern is used in Songbei District development and construction in the future according to the analysis of Songbei District＇s development environment and background, and its present situation. In addition, it launches a probe into the leading effect of the public traffic network on urban spatial planning in the future. It brings up the zone development strategy about the five function zones under the effect of the public traffic as well.
