为促进冻土水文实践与研究，对黑龙江省冻土水文专家的工作经历、主要科研成果和冻土水文研究思路进行梳理。基于水文水利计算基本理论，结合生产实践中的实测资料，黑龙江省水文工作者总结了冻土影响下的冻期与非冻期产流方式区别、融雪和融冻期降雨径流关系、冻土地区三水转换关系等问题，提出将实际蓄水量、蒸散发能力、入渗能力、土壤含水量消退系数、径流系数综合到一张图上进行分析。

In order to improve the practice and research of frozen soil hydrology , a typical expert , who worked on frozemsoil hydrology for many years , is choosen.His work experience is mainly researched , the main achievements in scientific research and research ideas of frozen soil hydrology are analyzed . Based on the basic theory of hydrology and water conservancy calculation and practice of the measured data , the typical expert summarized the different runoff ways in the frozen and non-frozen period , the re-lationship between precipitation , the conversion relationship among precipitation , surface water and groundwater in cold region .It was proposed that people should analysis the actual storage capacity , evap-oration capacity , infiltration capacity , soil moisture depletion coefficient and runoff coefficient in one graph.
