根据太行山16条典型小流域调查资料,建立了太行山小流域综合治理效益评价指标体系,应用层次分析法对其治理效果进行评价,并用 T OPSIS 法对层次分析法评价结果进行验证。结果表明,16条典型小流域中7条小流域综合效益为优,8条小流域综合效益良好,1条小流域综合效益中等;小流域土地利用类型面积比例及其配置方式对其综合效益评价值影响较大,在太行山小流域治理过程中应适当提高防护林面积比例,改进封育措施技术,提倡封造结合方式。层次分析法与 TOPSIS 法评价分值的线性回归 R2值达到0.9124。

Basis on the survey data of 16 small w atersheds in the T aihang Mountain, an evaluation index system of soil and w ater conservation com prehensive management was developed. T he AH P method was used to evaluate the management benefits and TOPSIS met hod w as used to verify the evaluation results. The result s indicated that the comprehensive management benefit is excellent in 7 w atersheds, good in 8 w atersheds, and medium in 1 wat ershed among a tot al of 16 w at ersheds. In addition, the area proportion of land-use type and its allocat ion method have considerable impacts on the benefit evaluation results, so the area pro-portion of protect ion forest should be increased, fencing protection measures should be technologically improved, and t he method of fencing protection w ith afforestat ion is promoted. The linear regression R2 value betw een the AHP evaluation scores and TOPSIS evaluation scores reached to 0. 9124.
