我国目前对商业保险的定位不够清晰，在一定程度上影响着全社会风险保障体系运行的效率。本文认为，商业保险在风险保障体系中主要承担两项任务：一是自主开办补充性风险保障类的保险险种；二是受托提供基本保障项目的经办服务。因而需要走出两个误区：一是“社会保障待遇越高越好”，二是“商业保险具有社会管理职能”。据此建议政府：一是完善社会保障待遇确定与调整机制；二是进一步明确政府委托保险机构代理经办服务的政策。建议保险公司全面提高服务能力。

The position of commercial insurance in the risk security system in China is not clear so far, which to some extent influences the operational efficiency of the whole risk security system. This paper considers that commercial insurance mainly undertakes two missions in the risk security system, i.e., positively provides complementary risk security insurance products; and provides services for basic security program. Therefore, we should get rid of two misunderstandings, that is,“the higher the better social security treatment”, and“commercial insurance has society management function”. Based upon above points, we suggest that the government should firstly improve the mechanism of defining and adjusting the social security treatment;then make a clear definition on how to get commercial insurance involved in operational services. Besides, we suggest the insurance company should comprehensively improve their own service ability.
