城乡结合部的发展凸显两面性：既有城市快速扩展带来的辐射效应又无法逃避污染、破坏等发展中不可逃脱的发展“宿命”。如何健康、高效地实现生态转型是各方需要考虑的问题。现今城乡结合部的生态治理虽然取得了一些成果，但治理主体的职责缺失、治理主体利益的异化影响和治理社会资本的匮乏加剧了这一困境，三方合作的治理框架构建也许不失为一个明智的选择。政府率先从理念入手，改变旧有的工业发展观，推进生态治理产业化，公民社会的广泛参与都能贡献自己的力量。

The development of the rural-urban f ringe zone has two sides in highlight. On the one hand, the rapid development of the city brings good effect. On the other hand, it also causes many problems, such as pollution and damage. How to achieve the healthy and ef ifcient ecological transf ormation is the issue that need to be considered f rom all aspects. Now this work has made some achievements, but there are still some problems, such as the lack of subject’s responsibility, the distortion of subject’s interests and the lack of the social capital. Maybe constructing a cooperative governance f rame of three aspects is a wise choice. The government should ifrst change the old view of industrial development, and promote the industrial development of ecological management. The extensive participation of civilians an can also contribute their strength.
