　　中小企业对于国民经济的贡献巨大，在促进技术创新、产品创新以及服务创新方面都发挥着越来越大的作用。但是中小企业的资源局限性对其创新活动是不利的，所以由政府出台相关创新政策对于中小企业的发展具有重大意义。在梳理台湾、荷兰、英国、比利时等十余个国家和地区对中小企业的创新扶持政策后，总结了目前的政策演化态势与特征。研究结果表明，创新政策在培育外部良好发展环境的基础上，必须找准具有发展潜力的创新型中小企业为重点对象，制定更加务实有效的创新政策。以国外创新券政策为例，深入分析了此类需求导向型创新政策的运作方式及其政策绩效，对我国制定新一轮中小企业创新政策具有一定的参考价值。

SMEs contribute greatly to the national economy, and have played increasingly important roles in pro-moting technological innovation, product innovation and also service innovation. SMEs' resource limitations is not conducive to their innovation activities, innovation policies led by the government have a great significance for the development of SMEs. This paper first scanned the frontier policies for SMEs innovation activities in Taiwan, the Netherlands, the United Kingdom, Belgium and other countries and regions, and then summarizes the current innovation policy characteristics and development trends. The research results show that the innovation policies based on nurturing good external innovative environment must identify the potential for development of innovative SMEs, and make more pragmatic and effective innovation policy-making planning. This paper introduces the Inno-vation Voucher policy as an example to further analyze the operation mode of such demand-driven innovation poli-cy and its performance, and it has certain reference value for the new round of innovation policies for SMEs in China.
