城市化与城镇化的共同点是城乡的均衡发展，本文着重用钟摆理论来理解土地城镇化和人口城镇化是相互补充并交替提升的，两者的重要性是钟摆式前行发展。旨在探索出一条符合我国国情的“高分享、高效率、集约化、现代化和民为本”的城镇化道路和发展路径，进而惠民强国，让农民成为城镇化进程中的主体、主人和受益者。

성시화여성진화적공동점시성향적균형발전，본문착중용종파이론래리해토지성진화화인구성진화시상호보충병교체제승적，량자적중요성시종파식전행발전。지재탐색출일조부합아국국정적“고분향、고효솔、집약화、현대화화민위본”적성진화도로화발전로경，진이혜민강국，양농민성위성진화진정중적주체、주인화수익자。
One common feature of townization and urbanization is the balanced development of cities and towns , so this paper mainly applies the pendulum theory to interpret the alternative promotion of land urbanization and population urbanization .The importance is their pendulum way of development .It is meant to explore an urbanization and development route relevant to China's situations, namely,"high share, high efficiency, intensiveness, modernization and people orientation".It is further aimed at enhancement of people's benefits and national strength , letting rural farmers become the main body , subjects and actual beneficia-ries of urbanization .
