以教学为主的新建地方本科院校由于升本时间较短,学校缺少深厚的的文化积淀及高度的文化自觉,要实现大学文化传承与创新的使命就只有将文化功能与人才培养功能相结合,通过培养具有一定文化素质的应用型人才来实现大学的文化使命。在新建地方本科院校,学生的专业知识和专业能力需要通过专业教育来完成,而文化修养则要通过通识教育来实现。因此,明确通识教育理念,重视和加强通识教育课程改革,加强通识教育教学管理和教学方法改革,提高通识教育质量,是新建地方本科院校发挥文化传承功能的重要途径。

On account of the short history of newly established local undergraduate teaching-oriented colleges and universities, and for lack of their profound cultural accumulation and the height of the cultural consciousness, it is imperative to combine cultural functions with the cultivation of talents in order to accomplish the mission of inherit-ing and innovating college culture and the university cultural mission can be accomplished by training applied tal-ents with a certain cultural quality. In the newly established local undergraduate colleges and universities, the stu-dents' professional knowledge and professional abilities need to be acquired through professional education, while cultural cultivation needs to be realized through the general education. Therefore, from the perspective of university cultural inheritance, the concept of general education should be defined, the general education curriculum reform should be paid attention to and strengthened, and the teaching management of the general education and the reform of teaching methods should also be strengthened in order to improve the quality of the general education. These measures play an important role in cultural inheritance function in newly established local undergraduate colleges and universities.
