目前城市地名规划的全方位缺失，包括缺乏明确的规划地位、清晰的规划体系等，造成在高速城市化的背景下，我国众多城市出现了不同程度的地名体系混乱，不仅给城市居民生活带来了不便，也潜在性地阻碍了社会经济的发展。探讨如何在科学理论的基础之上，构建一个比较完善的地名规划体系，并使之与现有的城市规划体系无缝对接，制定出具有可操作性的工作程序，从而改变我国地名规划落后与混乱的现状。
目前城市地名規劃的全方位缺失，包括缺乏明確的規劃地位、清晰的規劃體繫等，造成在高速城市化的揹景下，我國衆多城市齣現瞭不同程度的地名體繫混亂，不僅給城市居民生活帶來瞭不便，也潛在性地阻礙瞭社會經濟的髮展。探討如何在科學理論的基礎之上，構建一箇比較完善的地名規劃體繫，併使之與現有的城市規劃體繫無縫對接，製定齣具有可操作性的工作程序，從而改變我國地名規劃落後與混亂的現狀。

Urban toponym planning in China today is comprehensively deficient, including the unclear position in urban planning and the chaotic structure in itself, which has caused a great confusion in urban place naming as seen in many Chinese cities during the rapid urbanization process. This deficiency not only brought a large number of inconvenience to the citizens, but wil also hamper the social and economic development of Chinese cities in a long run. With the purpose to change the state quo of toponym planning in China, this paper wil discuss how to structure a relatively proper toponym planning system based on scientific theories, and seamlessly connect with the existing urban planning system, so as to o set up a maneuverable working routine.
