苏南模式不仅有乡镇企业的率先发展，更有中小城镇的快速发展。常熟市作为苏南先发县级市，通过特色产业、城镇公共设施的优先发展，迅速提升了城镇化水平，但也面临着人口结构矛盾、产业转型过慢等问题。要真正实现特色城镇化目标，常熟市必须利用先发优势，通过集约化、人口结构调整、农业现代化和文化创新，走一条质量导向型的新型城镇化之路。
소남모식불부유향진기업적솔선발전，경유중소성진적쾌속발전。상숙시작위소남선발현급시，통과특색산업、성진공공설시적우선발전，신속제승료성진화수평，단야면림착인구결구모순、산업전형과만등문제。요진정실현특색성진화목표，상숙시필수이용선발우세，통과집약화、인구결구조정、농업현대화화문화창신，주일조질량도향형적신형성진화지로。
In south-jiangsu model, not only the township enterprises took the lead in development, but also the small and mid-sized towns developed rapidly. As the first county-level city in south of Jiangsu, changshu increased the level of urbanization rapidly by giving priority to the development of characteristic industry and public facilities in urban area. But it is also facing problems of population structure contradictions, slow speed of industrial transformation. In order to realize the characteristic urbanization road completely, Changshu must exploit early-development advantage, realizing the quality oriented new urbanization road through intensive, population structure adjustment, agricultural modernization and cultural innovation.
