建立健全与农业发展相适应的基层农技推广机构是建设现代农业和发展农村经济的重要手段。为此，利用实地调查数据，从基层农技推广队伍、推广手段和推广资金3方面分析了河北省基层农技推广机构公益性推广工作发展的障碍因素。障碍因素包括：基层农技推广队伍不稳定，人员综合素质不高；基层农技推广手段滞后，成果推广效率较低；基层农技推广资金缺乏，推广效率难以提高。最后，针对河北省基层农技推广机构公益性推广存在的问题，提出了改善河北省基层农技推广机构进行公益性推广工作的相应措施。

To build and improve a basic level agricultural technology extension institutions which adapts to agricultural development is an important way to build modern agriculture and develop rural economy .This text analyses the obstacles of basic level agricultural technology extension institutions from the team , method and capital with the investigation data . These obstacles are the team is unsettled , the comprehensive quality is not high; the method is falling behind , the effi-ciency of extension is not high;the capital is lacking , the efficency of extension can ’ t be improved;Finally , to counter these problems which exist in the basic level agricultural technology extension system of Hebei Province , this text brings up the corresponding measures to improve the basic agricultural technology extension .
