从历史的视角来看，全运会历经晚清政府时期，从前两届的“全英语”，到民国时期逐渐走向本土化，实现了民族化发展。民国时期全运会民族化发展是仁人志士基于对“体育”改变国家命运、实现民族复兴的重要性认识基础上推进其逐渐转型的，并在“体育救国”思想的影响下推向民族化发展高潮，在全运会指导思想、竞赛项目设置、竞赛组织过程以及宣传报道等诸多方面都融入了民族精神。民国时期全运会民族化发展的重要意义在于促进了全民健身的发展，起到了增强民族体质、鼓舞全民士气、激发国民爱国热情的作用，具有重要的历史价值和现实教育意义。
