没有良好的生态条件，人不可能有高度的物质享受、政治享受和精神享受。没有生态安全，人类自身就会陷入不可逆转的生存危机。生态文明是继工业文明之后兴起的一种先进文明，它代表了先进生产力和先进文化的方向。根据西宁市的实际情况，提出从思想认识上要树立生态文明观，倡导绿色精神；理念上要突出以生态优先为首，实施生态安全工程。
