《旅游规划通则》颁布、实施9年来，在指导旅游规划的理论和实践方面取得了长足进展，但其局限性和问题也逐渐暴露出来。旅游规划的内容应采用“基＋x”的规划内容体系；旅游规划编制的过程可以采取问题导向与目标导向相结合、自上而下与自下而上相结合等方式；同时，旅游景区在开发过程中需要努力通过“反规划”和“五协”等方式实现旅游开发规划中的“五赢”。
《여유규화통칙》반포、실시9년래，재지도여유규화적이론화실천방면취득료장족진전，단기국한성화문제야축점폭로출래。여유규화적내용응채용“기＋x”적규화내용체계；여유규화편제적과정가이채취문제도향여목표도향상결합、자상이하여자하이상상결합등방식；동시，여유경구재개발과정중수요노력통과“반규화”화“오협”등방식실현여유개발규화중적“오영”。
Tourism planning is the basis of scientific development of tourism industry. This paper discusses the breakthrough point, the content system, the process and the five - win concept of tourism planning. It is time that we should revise the “General Specification for Tourism Planning” as soon as possible, construct a new content system of “basic parts with optional ones”, ana- lyze the characteristics of different management subjects, and make effective tourism develope strategies from multi - aspects and perspectives. When making tourism planning, we should combine the thoughts of problem - orientation with the thought of goal - orientation, use both the “top -bottom” method and the “bottom -top” method, and not be limited by tourism industry or the lo- cal place itself. Tourist attractions should implement anti -planning concept to achieve the five -win goals, that is, harmony a- mong tourists, tourism developers, local people, local government, tourism resources and environment.
