全面梳理了军队院校安全稳定工作突出特点，结合安全稳定工作规律，从三个方面阐述了如何提高军队院校安全稳定工作的实效性。一是通过树立安全理念，加强安全教育和建设安全文化来提高全体官兵思想认识；二是通过优化组织结构，完善安全制度和注重安全效益来健全安全机制；三是通过依靠现代科技手段，抓好针对性训练和完善安全设施来实现安全管理创新。

The paper discusses the characteristics of the work on military academy's security and sta- bility. Combined with the laws of the security and stability work, it expounds the measures of impro- ving the effectiveness of the work on military academy's security and stability from three aspects. The first is to improve the officers' understanding by establishing security concept, enhancing security education and constructing security culture. The second is to perfect security mechanism by optimizing organization structure, perfecting security system and paying more attention to security benefit. The third is to realize security management innovation by modern means of science and technology, specific training and perfect security measures.
