改革开放以来，新疆中小企业得到了较好的发展，尤其是1997年党的“十五大”要求完善所有制结构，在“将非公有制经济作为我国社会主义市场经济的重要组成部分”基本经济制度的指引下，新疆中小企业的发展环境得到了进一步的改善，对新疆的经济发展、政治稳定等起到了重要作用，但中小企业在进一步发展过程中还面临内部条件和外部环境的制约。本文在介绍了新疆中小企业发展现状的基础上，分析了其发展环境中存在的问题，并结合国外中小企业发展的经验，提出了改善新疆中小企业发展环境的几点建议。

Since the reform and opening up, the economy of the small and medium - sized enterprises (SMEs) in Xinjiang developed better on a certain basis. Especially in 1997, the CPC's "lSth Congress" required that ownership structure be improved and under the guidance of the basic economic system of "the non - public economy as an important part of China' s socialist market economy", the development environment of the SMEs in Xinjiang has been further bettered, which has played a very important role in economic development and political stability in Xinjiang. However, further development of the SMEs is facing problems of internal conditions and external environment. This paper describes the status quo of SMEs' development in Xinjiang based on an analysis of the existing problems in the development environment. Combined with foreign experience on the development of SMEs, it put forward some suggestions to improve the environment for SMEs' development in Xinjiang.
