Information- based warfare calls for higher demands for the military personnel's professional compe- tence. In order to ensure the training quality and realize the training objectives, each faetor affecting its training quality should be identified with great accuracy. By using the advanced theory and method of project quality control to recognize the intlueneing factors in a scientific way, practicable countermeasures for quality control and improve- ment are proposed, which is of great significance for improving the military personnel's training quality.
