在原有油库区排水排污隔油系统的基础上,不破坏原有库区已经形成的循环平衡,改进原有库区事故缓冲设施的不足之处,提高对意外情况预防和应对的安全级数;同时,在油库外伏牛溪河上新建1座拦油闸坝,如罐体发生意外闸坝水库肩负着集油、防止漏油污染长江水体的作用;通过一系列的改造措施,使库区的功能性得到全面提升。

Chongqing Oil Farm upgraded its emergency spill control facilities to meet the requirements of Class II Prevention and Control System.The control scope and important positions were decided using the analysis results of environmental sensitivity before the construction and update of the farm.The whole design was determined basically by on-site investigation and analysis after a review of the existing emergency containment and the discharge volume of the existing farm in compliance with Q/SY1190-2009.Following the guideline of combining prevention and control with priority on precaution,a comprehensive pollution prevention and control system was established to ensure that wastewater is controllable under emergency.The upgrade strengthened the whole emergency oil spill control system of the oil farm.
