我国农村社会保险事业在十多年的发展过程中，取得一些成绩。但在经济社会快速发展的今天，农村社会保险制度一直处丁低迷状态是个不争事实。这既妨碍了农民生存质量的提高，也阻碍了社会主义新农村建设的进程。通过对当前农村社会经济发展的调查、农村社会保险现状的分析，构建农村合作保险组织是破解问题的关键。它可以强化国家责任，增强农民主体意识，规避运作中的道德风险等，是健全与完善我国农村社会保险制度的应有之义。

For the past decade, some progress had been made in the social insurance of the rural areas of our country. But the social insurance system in the rural areas was far from perfect against the fast developed economy. This not only hindered the improvement of quality of famers' lives,but created obstacles to the progress of building socialist new rural areas. Through investigating current social economic development in rural areas and analyzing the status quo of social insurance in rural areas,the key to solve the problem was to construct cooperative insurance organizations in rural areas. Cooperative insurance organizations in rural areas could strengthen country's responsibility,increase farmers' awareness and avoid the moral risk in operation. It's the innate connotation in perfect social insurance system in Chinese rural areas.
